Board of Trustees

The nine-member Board of Trustees for TESRS is appointed by the Governor. Members are appointed for six year terms.

The composition of the Board is required to include four volunteer firefighters who are active members of the pension fund, one emergency services volunteer who is an active member of the pension fund, one retiree of the pension fund, one pension system professional, one actuary, and one investment professional.

Jenny Moore, Chairman (Lake Jackson) - Firefighter Member

In May 2010, Governor Rick Perry appointed Virginia (Jenny) Moore of Lake Jackson to the Board of Trustees. Ms. Moore has been with the Lake Jackson Volunteer Fire Department since 1996, currently serving as a fire fighter and Arson Investigator. Jenny is also a Reserve Police Officer for the city of Lake Jackson, as well as a part-time instructor for the Brazosport College Police Academy. Jenny is a guest instructor at the Texas A&M University Firemen’s Training School and holds the position of Office Manager for Starboard Industries. Mrs. Moore is a native of Corpus Christi and holds an Associate’s Degree in Applied Sciences from Brazosport College.

Pilar Rodriguez, Vice-Chairman (Edinburg) - Firefighter Member

Pilar is the executive director of the Hidalgo County Regional Mobility Authority.  Previously, he served the city of McAllen

as assistant city manager, director of public works, deputy city engineer and director of traffic.  He currently serves as 

deputy fire chief for the Pharr Volunteer Fire Department, a structural specialist for Texas Task Force 1 Urban Search and

Rescue Team and as team leader for the Texas Public Works Strike Team.  He is a member of the Texas Public Works

Association and the State Firefighters & Fire Marshals Association.  Rodriguez received a bachelor of Science in civil  

engineering from Texas A&I University in Kingsville.

Taylor Allen, MPA (Dallas) - Investment Professional Member

Investment Committee

In January 2014, Governor Rick Perry appointed A. Taylor Allen to the Board of Trustees for a six year term ending on Sept. 1, 2019.  Mr. Allen received a BBA and MPA from the University of Texas at Austin in 2005.  Mr. Allen is Vice President in the Investment Management Division of Goldman Sachs & Co.  Prior to Goldman Sachs, Mr. Allen worked as an assurance associate at KPMG in Dallas where he focused on the financial services industry.  He also serves on the Board of Directors and Secretary for the Trinity River Mission, a Dallas based educational non-profit.  A native of Corpus Christi, he now resides in Dallas, TX.

Courtney Gibson Bechtol, Secretary (Rockport) - Investment Professional Member


Courtney is a partner at Oxbow Advisors, serving as the portfolio manager and member of the firm's investment committee.   She is currently serving on the Odyssey After School Enrichment Program Board of Directors and is a former committee 

chair for the Texas State Maritime Museum.  Bechtol received a Bachelor of Business Administration from the University of 

Texas at Austin.

Dan Key (Friendswood) - TESRS System Retiree Member

Originally appointed in 2008, in May 2014, Governor Rick Perry reappointed Dan Key to the Board of Trustees as the statutorily required TESRS retiree representative on the Board. Mr. Key has served in the Texas Fire Service for over 30 years. He is a past Fire Chief in the Friendswood Volunteer Fire Department and is currently the department safety officer and a member of the local pension board. He serves as an instructor at the Texas A&M Emergency Services Training Institute. He is also an advanced accredited fire fighter by the State Firemen and Fire Marshal's Association and a commissioned fire fighter by the Texas Commission on Fire Protection. He is fire commissioner for the Galveston County Fire Fighters Association. Mr. Key works as a Regional Manager for Draeger Safety of Pittsburgh, PA. Key attended San Jacinto College. He and his wife Judy have lived in Friendswood for over 15 years.

Edward J Keenan, (Houston) - Firefighter Member

In May 2019, Governor Greg Abbott appointed Edward J. Keenan to the Board of Trustees to a four-year term ending, September 1, 2023. Mr. Keenan oversees the business, financial and administrative functions of the Waisburd Group of Companies in the USA this includes Walworth Valves, the San Jacinto River and Rail Industrial Park.

Rodney Alan Ryalls, (Burkburnett) - Firefighter Member

In May 2019, Governor Greg Abbott appointed Rodney Ryalls to the Board of Trustees to a four-year term ending, September 1, 2023. Mr. Ryalls is the Fire Chief for Burkburnett Volunteer Fire Department. In addition to volunteering, Mr. Ryalls retired from the Air Force as a firefighter in 2004 and began a civil service career with Sheppard AFB Fire Department where he is currently the Deputy Fire Chief.

Frank Torres (Raymondville) - First Responder Member

In September 1996, Governor George W. Bush appointed Frank Torres to the Board of Trustees. In December 1999, Mr. Torres was reappointed by Governor Bush. He was elected Chairman of the Board in February 2002. Mr. Torres has served as the Executive Director of Willacy County EMS since 1990. On November 23, 1993, the Texas Department of Health selected Mr. Torres as the Texas EMS Administrator of the Year. He currently chairs the EMT Program Curriculum Advisory Board for The University of Texas Brownsville EMT Program. In addition, he remains very active assisting the Rio Grande Valley Regional Advisory Council on Trauma. In December of 1989, Mr. Torres became a volunteer with the Raymondville Fire Department serving as 2nd Assistant Chief in 1992. In 1993, he was appointed Training Coordinator and asked to serve on the Local Retirement Board of Directors. In December 1997, Mr. Torres was appointed by the Raymondville City Commission to serve as a Board Member for the Raymondville Planning and Zoning Commission. Mr. Torres was reappointed by Governor Greg Abbott in May 2019. He served as Chairman of the TESRS Board of Trustees between 2001 and 2019.

Stephanie Lynn Wagner, (Wimberley) – Finance Member

In May 2019, Governor Greg Abbott appointed Stephanie Lynn Wagner to the Board of Trustees to a four-year term ending on September 1, 2023. Stephanie Lynn Wagner is the Managing Director and Co-Founder of Sendero Women & Wealth She serves on the Governor’s Commission for Women.

Kevin Deiters, Executive Director Texas Emergency Services Retirement System

Kevin has over thirty years of experience in public service.  He directed the $2.3 billion college savings program for the State of New Mexico and the $2.2 billion prepaid tuition and college savings program for the State of Texas.  Before focusing on college savings, Kevin served as Policy Director for the Fire Fighters Pension Commission and directed the administration of the Texas Statewide Emergency Services Retirement System.  For ten years he played an active role at the State Pension Review Board in the promotion of sound pension policy for the State of Texas.

Kevin is an Accredited Investment Fiduciary® and a graduate of the University of Texas.  He and his wife Debra reside in Austin Texas. In his spare time, he builds and maintains hiking trails throughout the southwestern United States.
